As the Founder and Executive Director of City of Refuge Baltimore, Billy Humphrey is committed to seeing lives of those in his community transformed. He began working in a food pantry, over 20 years ago with a mission to bring light, hope and transformation to the South Baltimore community and beyond. The once small food pantry has transformed into a multi-program organization that addresses more than food insecurity but also addresses homelessness, unemployment, youth vulnerability, human trafficking, and other crisis’ faced by those in the 21225 zip code.
